Geely's 2027 Canada launch hinges on Chinese EV quota rules
By 9 October, Canada had issued permits for 15,931 of 49,000 vehicles, including only 328 in September. Geely has named no model or price. Allocation remains first come, first served as it prepares for 2027.
In September, Canada cleared 328 Chinese vehicles. Of those, 168 were non plug in hybrids. The second half of the quota year still had 33,069 permits left on 9 October, according to Global Affairs Canada, the federal trade department.
Available quota room is not the limit for Chinese carmakers in Canada. The rules are the constraint. Geely says only that its first cars arrive in 2027, which could fall before or after the next quota year opens on 1 March. A new entrant needs to know how Global Affairs Canada shares that quota and who counts as the resident importer.
Geely's release on 9 October announces Geely Auto's entry into the Canadian market. It names no model, price, volume, plant or investment. It names Bryan Wu as managing director of Geely Auto Canada and says a Canadian team is in place. The release concerns Geely Auto's own brands: Geely, Lynk & Co and Zeekr.
How the current quota works
The quota lets in 49,000 Chinese electric vehicles a year. They pay a tariff of 6.1%, the standard rate known as the most favoured nation tariff. Canada has also repealed the 100 percent surtax that used to apply.
The quota year runs from 1 March to the end of February. It has two periods of 24,500 vehicles each. Any unused first period volume moves to the second.
Each shipment needs a permit, and imports without one are prohibited. That includes temporary imports for testing or demonstration, so even Geely's first evaluation cars in Canada would need a permit. Under Notice 1168, the importer must be a resident of Canada and an original equipment manufacturer, meaning a carmaker. A foreign carmaker can appoint a resident agent instead. Permits go out first come, first served, in order of application.
The notice adds that the department monitors issuance to give applicants equitable access. It may also set aside part of the quota for new entrants.
The notice also rules out changing a vehicle's origin through assembly. A complete knock down kit is a car shipped in parts for assembly. If it is substantially made in China, then assembled in Canada or a third country, it still counts as a Chinese vehicle. Assembly from complete kits therefore leaves the origin unchanged.
How much room is left
Global Affairs Canada's permit report shows 15,931 permits used as of 9 October. That is 32.5% of the year's quota. At an equal monthly pace, 28,583 permits would have gone out by the end of September.
Cumulative vehicles cleared under Canada's quota for Chinese electric vehicles stood at 15,931 after September, against 28,583 on a straight line pace.

Permits stood at 56% of that equal monthly share, calculated as 15,931 divided by 28,583. By the end of September, 59% of the quota year's days had passed. So permits ran behind the calendar.
The first period, March to August, cleared 15,603 vehicles. The first period's allowance was 24,500, so 8,897 went unused. That carried over and lifted the second period's allowance to 33,397.
Filling the quota would take 6,614 permits a month from October to February. The best month so far was July, at 5,982. Even that rate would leave the year short. Two simple projections show the range. If September's 328 a month continued, the year would end at 17,571.
If the July and August average of 5,736 a month returned, the year would end at 44,611. Neither case reaches 49,000. The slack may simply reflect entrants such as BYD and Geely not having shipped yet, and permit data cannot distinguish that from weak demand. Geely's own cars arrive in 2027, so the rules for Year 2 matter more to it than this year's count.
The rules Geely needs for 2027
Year 2 opens next March. The April consultation says the quota grows 6.5% a year under the January arrangement with China.
Year 2 would therefore allow an estimated 52,185 vehicles, calculated as 49,000 times 1.065.
That equals about 1.7% of the 3,024,567 vehicles Geely Auto Group sold worldwide in 2025. The quota is small next to Geely's global volume, so the rules for sharing it carry more weight than its size.
The consultation page also says the reserved share for vehicles priced at $35,000 or less rises from 10% in Year 2 to 50% in Year 5. The qualifying figure is the free-on-board price: the price at the export port, before freight. Geely has named no prices, so its importer cannot yet say which share its cars would fall in.
The consultation also asked whether quota should go to carmakers that show current or planned investment in Canada. It expected a longer term policy in June 2026. Notice 1168 of 29 August still hands out permits in order of application "until further notice". The notice lets Global Affairs Canada set aside part of the quota for carmakers "including new entrants". Geely's release names no plant or investment.
Geely's importer of record could be a Geely Auto Canada entity or an appointed resident agent. It could land launch stock before 28 February and use this year's headroom, or wait for a quota 6.5% larger under a possibly new allocation policy. Permits can be applied for up to 30 days before entry. They stay valid for up to 60 days, so February stock can be applied for from January.
Notice 1162 of 25 February promised a new notice before the second half of this year. Notice 1168 followed on 29 August, three days before that half began.
Global Affairs Canada will most likely publish a Year 2 notice before 1 March 2027. It will settle who counts as the resident carmaker and whether new entrants get a reserved set aside. It will most likely keep first come, first served for the first period, so a Geely importer that lands stock by 28 February uses room that otherwise lapses.
