The Investment Calculus: Separating Signal from Noise
If you’re an investor tracking Amazon, Microsoft, or Google, the baseline outlook is steady: expect targeted remedies within the next couple of years, not a dramatic breakup. Cloud still makes up around 20–30% of revenue for each hyperscaler in Europe. The DMA is more likely to trim margins than slash growth.
Here’s how those margins get squeezed. Over the next three to five years, EU cloud revenues could see a 100–200 basis-point drag. When regulators bar bundling—think Azure tied to Office 365 or AWS credits tied to marketplace spending—providers lose some pricing muscle in enterprise deals. European and UK regulators have already poked at its licensing and enterprise software bundling, giving it the widest “violation surface area.” Amazon’s scale makes AWS an obvious target, especially for concerns about how it uses customer data to identify and launch competing services. The upside story plays out elsewhere. European cloud firms like SAP and OVHcloud may gain a bit of altitude, though many still depend on hyperscalers’ infrastructure. The real winners are data-center REITs. Europe’s Cloud and AI Development Act aims to triple capacity by 2035 with fast-track approvals, unlocking a long investment cycle as hyperscalers spread workloads across more EU-based facilities.
This moment isn’t about tearing down the revenue base. It’s about placing tollbooths on dominance. Independent AI companies and MLOps startups could finally get more predictable access to compute that’s currently bundled or reserved. Think of it less like breaking the giants apart and more like telecom-style regulation—still profitable, but with lower terminal margins as cloud infrastructure becomes more like utility plumbing than a fortified platform.
What Comes Next: Timeline and Tail Risks
Expect formal gatekeeper designations by the second quarter of 2026, most likely hitting Azure and AWS first since they control more than half of Europe’s cloud market. From there, the Commission will roll out initial remedies: clearer pricing for GPU-based compute, curbs on self-preferencing proprietary AI services, and firmer data-separation requirements between cloud operations and other business units.
The real wild card is geopolitics. U.S. officials already bristle at Europe’s aggressive tech regulation. A second Trump administration could crank up the tension even more. Still, Europe seems determined to push ahead. One thing is certain: the hyperscalers won’t take new rules lying down. Expect what officials call “malicious compliance”—exit fees disguised under new names, alarming pop-ups warning customers about the dangers of switching clouds, and elastic interpretations of interoperability requirements. Brussels has learned from earlier battles in digital markets, so enforcement will likely unfold through long, adversarial rounds rather than neat resolutions.
A deeper question lurks beneath all of this. Can Europe regulate its way into AI leadership, or will it simply tax the dominance of American firms while falling further behind? Early signs tilt toward the latter. Yet with about 18 months before the full slate of remedies kicks in, that answer is still being written.
