Deutsche Telekom, Orange, Vodafone and Telefónica are discussing a consortium to bid for EU satellite spectrum and offer direct-to-device services, Reuters reported on Sept. 7. For telecom equities, this affects service revenue, integration cost and wholesale margin. This is a spectrum-and-distribution option, not a greenfield constellation: all four already have satellite alternatives, trials or products. A collective position could improve bargaining power over orbital capacity.
The existing relationships create the strategic tension. Deutsche Telekom has agreed with Starlink to bring satellite-to-mobile connectivity to 10 European countries, with launches planned from early 2028. Vodafone and AST SpaceMobile co-own Satellite Connect Europe, a Luxembourg wholesale platform for AST’s D2D network. Orange has signed with AST and Satellite Connect Europe for Romanian voice, SMS and data tests in H2 2026, and sells Skylo-backed satellite SMS in France. Telefónica is evaluating SCE in Spain and Germany; its German unit is testing OQ’s European architecture. These are separate measures and stages: a 10-country launch plan, a €5 SMS product and a pilot do not form a comparable broadband-revenue forecast. They show that the consortium would negotiate among existing suppliers.
The EU proposal concerns a scarce regulatory input. It would divide the harmonized 2 GHz mobile-satellite-services band into six paired blocks of 5 MHz: two contiguous blocks primarily for a secure governmental or hybrid system, and four for commercial systems. Two commercial blocks would be prioritized for “Union new entrants”; the other commercial lane would be open to applicants from a Member State or a third country. The historical 2009 allocation went to Inmarsat, now Viasat, and Solaris, now EchoStar, with authorizations expiring in May 2027. This remains a proposal, not an awarded license.
Article 9 makes “European” a legal test
The commercial priority is more demanding than a political preference. Article 9 requires a Union new entrant to be established in a Member State, managed in the Union and directly or indirectly controlled only by the EU, Member States or nationals of Member States. For a joint venture, those conditions apply to every member; at least one member must also hold an appropriate 2 GHz MSS International Telecommunication Union filing. Vodafone Group’s registered office is in England, making a four-group structure’s priority-lane eligibility an unresolved legal design question rather than an automatic benefit. If the applicant clears Article 9, it can pursue the priority lane; if it enters the broader commercial track, it faces a different competitive and strategic position.
The legal clock runs beyond the May 2027 headline. The proposal gives Viasat and EchoStar a two-year, non-transferable extension on request while the new regime is implemented. The Commission’s financial material places selection, spectrum assignment and the one-off spectrum contribution from 2029. May 2027 is therefore a rights milestone, not a credible launch date for carrier revenue. A telco model needs an authorization decision, a service commitment, satellite capacity and a retail timetable before it capitalizes the opportunity.
The asset map is becoming more complicated at the same time. The Federal Communications Commission says EchoStar agreed to transfer its 2 GHz MSS rights, international authorizations and related priorities to SpaceX, subject to approvals. That transaction is separate from Europe’s post-2027 rights: the EU proposal creates its own selection process. It means Europe is redesigning access to a band whose incumbent position is moving toward the world’s best-capitalized direct-to-device constellation. The open commercial lane could become a route for SpaceX or another third-country provider, while the Union-new-entrant lane favors a qualifying European structure.
IRIS² is a separate track. The proposal requires the secure governmental MSS or hybrid system to integrate with the EU’s IRIS² system; that criterion belongs to the secure lane. The four-carrier discussion covers commercial spectrum; the proposal reserves IRIS² integration for the secure governmental track. Commercial distribution could instead be paired with AST, Starlink, OQ, Eutelsat or another wholesale provider, subject to eligibility and technical rules.
The potential value transfer is now specific. The carriers control billing, authentication, core-network integration, roaming relationships and retail distribution. They would still need ground infrastructure, device testing, spectrum fees, capacity commitments and service-level arrangements, but the current record supports an asset-light possibility: they could pool spectrum and customer access while satellite operators compete to supply orbital capacity. The risk runs the other way if a satellite provider retains the scarce asset and most pricing power. Spectrum plus a customer gateway can be bargaining leverage; it is not capacity by itself.
For telecom equities, a win could support coverage revenue or churn reduction only after eligibility, assignment, capacity and service economics are documented. For satellite equities, the key question is whether a carrier-owned spectrum-and-distribution layer weakens the constellation’s wholesale position. The talks create a coordination option. Until the applicant structure, ITU filing, named capacity partner and financing plan appear, Europe has a route to satellite leverage rather than a functioning network.
